Project Overview

Cleshar undertook design and build upgrade works, which included the demolition of an old staff building and the construction of a train crew accommodation building and associated facilities at Chingford Station. This provided office and welfare facilities for over 100 employees, with 45 personnel able to use the facility at any one time. 

Scope of Works
  • Removed the existing modular accommodation building
  • Installed a new 15-unit modular staff accommodation building
  • Carried out an internal fit out of showers and WCs, kitchen and mess areas, offices and booking on areas, a storage, and cleaners’ facility including all fixtures, fittings, and equipment
  • Installed building facilities – mechanical and electrical, fire alarm, communications, a PA System and CCTV
  • Installed new statutory services - mains supply, water mains supply, foul water sewer connection.
  • Constructed pad foundations for a new modular staff accommodation building
  • Constructed a LOC cabinet enclosure and platform palisade fencing
  • Installed cable ducts and pits system for electrical and communication services
  • Constructed foul and surface water drainage systems
  • Installed a hardstanding area including a soakaway drainage system
  • Introduced street furniture, including a smoking shelter, cycle shelter, security bollards, motorcycle railings, and ARMCO 
  • Constructed stairs and an access ramp to new modular staff accommodation building
  • Constructed slabs for maintenance areas, walkways, etc
  • Re-tarmacked the existing front car park area and formed a new roadway
Innovations

The client, London Overground (LO) required the building to be designed and built within a quick timeframe, as the existing facility was life expired, and the TOC’s train staff numbers were increasing. LO looked to Cleshar to provide innovative measures to reach the project goal. The following innovations were implemented to achieve this:

  • Modular construction, which enabled fast offsite production, which was undertaken in parallel with on-site civils works
  • Early engagement between scheme designers and the modular building supplier, prior to finalisation of the full project scope
  • Undertook early intrusive surveys, whilst the Train Operating Company (TOC) still occupied the site
  • Programming critical signalling and telecoms asset enabling works to take place in parallel with the detailed design
  • Enabled those best placed within each of the project organisations (LO/TOC (Arrival Rail London (ARL))/Cleshar) to make quick and effective decisions
  • Early design/installation of new statutory utilities, including new electrical power, water supplies and drainage

Benefits / Project Outcome
  • Early and continual engagement with the client/end user was key to establishing both a successful exit strategy and handover of the new building facilities
  • Upon completion of the main site works, LO/ARL along with their facility managers were invited to a walkabout to familiarise themselves with the new facilities. We also received feedback from the train driver’s union and health and safety representatives provided positive feedback regarding the works that were delivered
  • Despite issues and obstacles that arose during the project, the scope of works was successfully delivered with minimal impact to the programme
  • The project was scoped, designed, completed, and handed over in less than 18 months
