Cleshar delivered the Train Protection Warning System (TPWS) Module Renewals programme as part of the Integrated Management System2 (IMS2) Framework on behalf of London Overground.
Cleshar and the client had identified a large number of module failures on the East London Line (ELL) when conducting an asset review with London Overground. Because of this, the renewals programme was introduced to improve module reliability.
The replacement of the following assets was undertaken during delivery of the annual maintenance works. Works were delivered in line with the (Network Rail) Signalling Maintenance Testing Handbook standard procedures.
There was close collaboration between ourselves, the client, and the manufacturer (Thales) throughout the project. This enabled us to discuss design solutions where modules had been failing, and therefore sent to landfill sites. The failures of the modules was therefore environmentally and commercially costly over the long term for the client.
We discussed the matter with Network Rail - who used the same modules on their network – and, as a result, a fault was identified in the design and refurbishment process of the modules. Thales, accordingly, changed the manufacturing process to correct the fault, and we then used the new designs on the ELL network which led to improved asset performance, and service outcomes for the client.
The contract was delivered within time and budget. No injuries were recorded across our ELL workforce.
The ELL has seen a vast reduction in TPWS module failures as an outcome of the renewal programme.
